Abstract

Broadcasting digitalization can increase efficiency of broadcasting infrastructure management which can result in maximum audio and audio visual broadcasting. Therefore, choice of models of broadcasting digitalization management cannot be separated from principles of efficiency and goals for attaining maximum digital dividend. Broadcasting digitalization moreover provides various opportunities for people to choose its dissemination technology and the ways its substances can be received. The essay says that broadcasting digitalization in Indonesia must be regulated in law regarding broadcasting.

Abstract

World Maritime Axis has been launched by President Joko Widodo, and its implementation is being overseen by the Indonesian parliament (DPRRI). Countries from inside and outside of the Southeast Asia region show their own different responses, particularly connected with infrastructure development policy and law enforcement on the field. This essay is part of a comprehensive research report on the Indonesian new government’s policy under Joko Widodo and the responses of other countries toward them, which discloses different reactions, arguments, reasons and responses. The research was conducted in 2015 in provinces of Sumatera, Mollucas, and Papua, whose data gathering is carried out by using library studies, focus group discussions, and in-depth interview with decision makers and experts on maritime sector development. Data analysis applies a qualitative method. Its findings reveal inconsistent responses of foreign countries in giving foreign investments for infrastructure development, and their critical views, and moreover, assertive reactions towards law enforcement in the Indonesian water.

Abstract

This essay is a research report on President SBY’s policy on acceleration of development in the provinces of Papua and West Papua as stated in Presidential Regulation No. 66/2011, which regulated the existence and function of the Unit for Acceleration of Development in Papua and West Papua (UP4B), and its implementation and further follow-up. The qualitative method reveals in its conclusions that amid complex problems the provinces facing, working contributions of UP4B has been seen in the both provinces, particularly by native Papuan in the last two years of its existence. This essay recommends that UP4B should be further supported, especially in its role in giving assistances and capacity building in helping the provinces in forming clean, transparent, and accountable governances.

Abstract

Having huge tropical forest resources and simultaneously still struggling to cope with the dwindling forest resources, Indonesia’s forest mitigation efforts are very crucial following the agenda of the 2015-2019 mid-term national development planning (the RPJMN). For the government, these become more crucial because of the weak implementation of forestry sector governance, indicated by significant deforestation and forest degradation, extreme forest fires, high tenurial conflicts and land-use and land cover changes. The relevance of these issues is not only related to the recent weak forestry management but also how a set of mid- and long-term national forestry policies can be sustainably implemented. Furthermore, the implementation agenda of climate change mitigation policies of the forestry sector will closely relate to the regional roles. Therefore, putting climate change mitigation policies of the forestry sector in the RPJMN in the framework of the regional roles becomes high priority. The research, applying descriptive analytical approach and considering views from considerablepublic and private stakeholders in the provinces of Papua and Aceh, found that the two provinces have not demonstrated an optimum role in sustaining the national policies. Government’s political will still needs to be directed to more transparent regional roles on this issue. There is also an urgent need to strengthen coordination and synergy between the central and regional government, and efforts to attract more public supports.
